Much of what Class 10 expects is taught in Class 9, and Class 9 marks go nowhere afterwards. That combination makes it the easiest year in school to underspend on, and the bill arrives about twelve months later.
The syllabus also changes character here. Maths begins to rely on proof and algebraic manipulation rather than a procedure to follow, physics, chemistry and biology separate far enough that each needs its own way of working, and social science turns into a reading subject rather than a memorising one.
Families who bring in a tutor during Class 9 are usually doing preventive work rather than rescue. A gap closed now is one chapter. The same gap in Class 10 is that chapter plus everything that was built on top of it while it stayed open.
